? Job Summary
The Country HR Manager – China is responsible for leading and managing the full spectrum of Human Resources activities across China, ensuring alignment with business objectives, corporate policies, and regional HR strategies. The role serves as the primary independent HR partner for all employees and managers located in China and is accountable for providing strategic HR leadership, operational excellence, talent management, employee relations, and compliance with applicable Chinese labor laws and regulations.
This position supports employees belonging to the Dalian subsidiary, the Shouguang R&D Station, and other China-based employees affiliated with LVS. The China HR Manager reports to Asia HR manager, and acts as a trusted advisor to local and regional leadership, driving organizational effectiveness, employee engagement, workforce planning, and talent development while fostering a positive and compliant work environment.
? Key Responsibilities
HR Business Partnership & Organizational Effectiveness
- Partner with business leaders and managers to align HR strategies and initiatives with business objectives.
- Provide expert HR guidance on organizational design, workforce planning, change management, and people-related business decisions by consulting with Asia HR manager.
- Support leadership teams in building a high-performance and engaged workforce.
- Act as the primary HR contact for all China-based employees across multiple business locations and entities.
Talent Acquisition & Workforce Planning
- Lead local recruitment and selection activities to attract, hire, and retain high-quality talent, consulting with Talent Acquisition Manager for Asia.
- Develop workforce plans to support current and future business requirements by understanding the needs form the local and regional leadership.
- Oversee onboarding and integration programs for newly hired local employees.
- Partner with managers to identify talent gaps and succession needs.
Talent Management & Employee Development
- Manage performance management processes using iHris, including goal setting, performance reviews, and development planning for China.
- Facilitate talent reviews, succession planning, and career development initiatives with consulting the Asia Talent Development Manager.
- Identify learning and development needs and coordinate appropriate local training programs in line with Asai Talent Development Manager.
- Support leadership development and employee capability-building initiatives with Asia Talent Development Manager.
Compensation, Benefits & HR Operations
- Support annual compensation reviews, salary benchmarking, incentive programs, and workforce budgeting activities.
- Ensure the effective administration of employee benefits and payroll coordination.
- Oversee HR operations, including employee records, employment contracts, personnel documentation, and HR reporting.
- Drive continuous improvement of HR processes and systems with the support of Asia Unit HR Manager.
- Payroll Calculation (salary, bonus, social charge calculation, allowances, etc.) and individual tax declaration for whatever the location the employees in China is based. To do the payroll processes in house or using 3rd part agent will be decided locally, with discussing with Asia Unit HR Manager.
Compliance, Labor Law & Risk Management
- Ensure compliance with Chinese labor laws, social insurance regulations, tax requirements, and company policies.
- Monitor legal and regulatory developments and advise management on potential impacts.
- Manage labor disputes and employment-related risks in collaboration with legal counsel and external stakeholders when necessary.
- Ensure compliance across the Dalian subsidiary, Shouguang R&D Station, and other China-based employee populations supported by LVS.|
Regional & Global HR Collaboration
- Collaborate with Asia Talent Development Manager, Talent Acquisition Manager, Asia HR Manager, and global Vilmorin-Mikado HR teams to implement corporate HR programs and initiatives.
- Provide workforce analytics, HR metrics, and all the HR related reporting to support business and HR decision-making.
- Participate in regional and global HR projects, including organizational transformation, talent development, and culture initiatives.
? Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, Law, Psychology, or a related field.
- Master's degree and/or professional HR certification is preferred.
- Minimum of 8–10 years of progressive HR experience, including broad exposure to all major HR disciplines.
- Minimum of 3–5 years of experience in an HR leadership position with country-level HR responsibilities.
- Strong knowledge of Chinese labor laws, employment regulations, social insurance requirements, and HR best practices.
- Experience supporting multiple locations and employee populations within a multinational environment.
- Demonstrated success in partnering with senior leaders and influencing business decisions.
- Proven experience in talent management, employee relations, change management, and organizational development.
- Strong analytical and problem-solving capabilities with experience utilizing HR metrics to drive business outcomes.
- Proficiency in HR information systems and Microsoft Office applications.
- Fluency in Mandarin Chinese and business level English, both written and spoken.
